Tomas Lamanauskas is the current Deputy Secretary-General of the International Telecommunication Union (ITU), having assumed office on 1 January 2023 following his election at the 2022 Plenipotentiary Conference. With over 25 years of international experience across telecommunications, digital-policy regulation, and strategic leadership roles in Europe, the Middle East, the Caribbean, and the Pacific, he brings deep expertise in ICT policy, regulatory frameworks, and global connectivity strategy. At ITU, he leads efforts to ensure financial sustainability and operational excellence, drive digital infrastructure investment, and advance climate-conscious digital transformation through initiatives such as the Green Digital Action and Digital Infrastructure Investment Initiative.
Importantly, Lamanauskas contributes significantly to global AI governance: he serves as co-chair of the United Nations Inter-Agency Working Group on Artificial Intelligence, helping shape international frameworks to harness AI’s benefits while addressing risks. His educational background — including master’s degrees in Public Administration (Harvard), Leadership & Strategy (London Business School), Telecommunications Regulation & Policy (University of the West Indies), and Law (Vilnius University) — reinforces his ability to navigate the complex interplay of technology, policy, and global governance.
