Jonathan Horowitz is Legal Adviser (Deputy Head of the Legal Department) at the International Committee of the Red Cross (ICRC) Regional Delegation for the United States and Canada, based in Washington, DC. He is widely recognized for his expertise in international humanitarian law (IHL), human rights law, and the legal governance of armed conflict.
