Dr. Mark Robinson is Senior Science Diplomacy Advisor at the Oxford Martin AI Governance Initiative (AIGI) at the University of Oxford. He brings over 25 years of experience bridging “Big Science”—large international research projects—with global governance and diplomacy. Previously, he led the International Agreements Team at the major multinational science collaboration ITER, negotiating multi-billion-dollar procurement agreements across multiple countries, and worked with institutions such as the European Southern Observatory and the European Spallation Source.
At AIGI, Robinson applies his diplomacy and governance expertise to AI: he researches how lessons from international science collaborations can inform robust global AI governance frameworks. In a 2025 policy paper, he argued for a new global regulatory body—an “International AI Agency”—to coordinate multinational oversight of advanced AI. His work reflects deep skills in international negotiation, institutional design, and policy-oriented research, contributing to foundational thinking about how to keep powerful AI aligned with global public interest.
