Dr. Cari Miller is Executive Director (and Board Chair) of AI Procurement Lab (AIPL), a non-profit dedicated to promoting responsible procurement of high-risk AI and automated decision systems.
With a Doctorate focused on AI governance and risk management, Miller co-founded AIPL in 2024 after extensive work advising governments, non-profits, and private organizations on AI governance, procurement processes, and ethical deployment.
Her expertise spans AI risk assessment, audit frameworks, procurement policy, change management, and inclusive governance. She led the development of a “Risk Management Framework for Procuring AI Solutions (RMF PAIS 1.0)” — a practical toolkit helping buyers evaluate, mitigate, and monitor risks when acquiring AI.
Through AIPL, she has contributed significantly to raising global awareness about responsible AI procurement, producing best-practice guidance, educational programs, and research to help organizations avoid harmful AI outcomes while harnessing AI’s societal benefits.
