Dr. Bilel Jamoussi currently serves as Deputy Director of the International Telecommunication Union (ITU) Telecommunication Standardization Bureau (TSB) and heads its Study Groups & Policy Department in Geneva. With a PhD in Computer Engineering from Pennsylvania State University, he previously spent 15 years in Canada and the U.S. in senior roles at a telecommunications-equipment firm (including serving as Standards Director at Nortel), earning more than 20 U.S. patents across packet, optical, wireless, and quality-of-service technologies.
At ITU, Jamoussi has steered the modernization of global standards-making, expanding collaboration across sectors (health, transport, finance) and driving new standards for emerging tech including IoT, AI, blockchain and quantum — boosting interoperability and inclusion in global ICT. He is widely respected for his technical expertise, multilingual diplomacy (fluent in Arabic, French, English, with some Spanish and German), and ability to bridge private-sector innovation with multilateral standardization policy.
