Carmel Shachar is Assistant Clinical Professor of Law and Faculty Director of the Health Law and Policy Clinic at the Center for Health Law and Policy Innovation (CHLPI), Harvard Law School. She leads efforts on health-law and policy work addressing access to care for vulnerable populations, telehealth and digital-health regulation, and the ethical dimensions of public health. Previously she served as Executive Director of the Petrie-Flom Center for Health Law Policy, Biotechnology, and Bioethics at Harvard, guiding its research portfolio, events, student fellowships, and major initiatives such as “Precision Medicine, Artificial Intelligence, and the Law.” Her scholarship has been published in leading medical and law journals and she has contributed to high-impact legal and policy debates on digital health and care equity.
